The administrative division adopted by the draft constitution of the secessionist Nairobi sparked a political crisis between the entities that signed it, due to its approval of the dissolution of West Kordofan State into the states of South and North Kordofan.

The Sudanhorizon news website obtained a copy of a memorandum signed by 23 figures, including civil leaders headed by Nazir Mukhtar Babu Nimr “Nazir of the Misseriya Al-Ajaira”, and field leaders from the Rapid Support Forces militia, addressed to what it called “the head of the preparatory and founding committee for the formation of federal governance structures”, in which it categorically rejects the dissolution proposal and considers it “a waste of an acquired right”, and demands that the situation remain as it is now.

Sudanhorizon learned that the memorandum confused the calculations of the Nairobi group and led to a significant escalation of differences, which prompted a move led by the deputy commander of the Rapid Support Militia, Abdel Rahim Dagalo, and the head of the Umma Party, Fadlallah Burma Nasser, in an attempt to calm the situation. It is not clear whether these efforts led to the cancellation of the proposal and thus a response to the memorandum or not.

The SPLM-N, Abdel Aziz Al-Hilu faction, insists that the situation remain as it was after the signing of the Comprehensive Peace Agreement in 2005, when it was agreed at the time to dissolve West Kordofan State into South and North Kordofan States.

West Kordofan State, which was established in the 1990s, at the beginning of the implementation of federal rule in Sudan, returned to its normal status in 2013 following the secession of South Sudan.
