Khartoum Introduces New Regulations for Housing Rentals and Market Organization

Local authorities in Khartoum State issued new decisions on Monday, saying they aim to regulate the housing sector, markets, and public facilities.
The decisions include measures and controls related to regulating property rentals and preparing an updated registry of all rented houses and residential units. The regulations obligate property owners to coordinate with administrative units and service committees before signing any rental contracts.
The local authorities also decided to reorganize markets, remove informal sites, and complete ongoing projects—such as Market “4” in the Al-Barari area—while granting markets priority in the distribution of electrical transformers and the restoration of power, considering them strategic facilities.
Additional decisions include removing damaged vehicles from neighborhoods, roads, and markets in coordination with the committee responsible for towing affected vehicles; removing damaged electricity poles, lighting fixtures, and advertising billboards; and continuing the transfer of the remains of those killed in the Battle of Dignity from residential areas to designated emergency burial sites throughout the week, with the aim of completing the process as soon as possible.
The regulations also approved a central site for collecting recovered property in preparation for returning it to its owners.
The State’s Executive Director, Abdel Moneim Al-Bashir, affirmed that these measures come within the framework of a comprehensive plan to regulate the housing sector and public facilities, and to ensure the organized and effective delivery of services to citizens.
