Government: Three Civilians Killed in Militia Attack on Aid Convoy, South Kordufan

The Humanitarian Aid Commission condemned on Thursday the targeting of a humanitarian aid convoy in the Kurtala area of South Kordofan State, resulting in the killing of three civilians and the destruction of trucks loaded with life-saving supplies following a drone attack
In a statement issued Thursday, the Commission described as “barbaric and inhumane,” the attack carried out by the Rapid Support Forces militia, and deemed it a “flagrant violation” of the principles of international humanitarian law and international human rights law, as well as a violation of relevant regional conventions.
The statement indicated that targeting humanitarian aid constitutes a violation of Principle 26 of the UN Guiding Principles on Internal Displacement, which prohibits attacks on or destruction of relief supplies. It also violates Article 3(c) of the Jeddah Declaration on the Protection of Civilians in Sudan, signed in May 2023, which prohibits attacks on humanitarian aid and relief vehicles.
The Commission also noted that the attack violated Article 7(e) of the African Union Declaration on the Protection and Humanitarian Assistance of Internally Displaced Persons in Africa, which prohibits attacks on humanitarian workers or targeting of aid.
The Commission emphasized that this attack comes at a time when the humanitarian needs of internally displaced persons and returnees are increasing across Sudan, exacerbating their suffering and undermining humanitarian response efforts.
The Commission called on the international community to unequivocally condemn the attack and to designate the Rapid Support Forces (RSF) militia as a terrorist organization, as well as to include the states supporting it on the list of state sponsors of terrorism.
