Geneva – Sudanhorizon
The Sudanese Attorney General, Intisar Ahmed Abdel Aal, said that the National Commission has monitored grave violations committed by the Rapid Support Forces militia against women, girls, and children, including various forms of sexual violence, recruitment, and forced displacement.
In a statement before the Human Rights Council meetings in Geneva on Tuesday, she indicated that, according to the report of the Unit to Combat Violence against Women, the documented cases reached 1,866. It added that the militia has used city sieges as weapon to starve and kill civilians. It has besieged the cities of Al Fasher, Kadugli, and Dilling, denied humanitarian aid and food supplies entry, and attacked the Zamzam and Abu Shouk camps for displaced persons.
The representative spoke about the steps taken by the National Committee for Accountability, Justice, Redress for Victims, and Prevention of Impunity. In this context, she emphasized the validity of national laws that guarantee the principles of a fair trial, given the presence of a capable, willing, qualified, impartial, and independent national judiciary.
She noted that the registered lawsuits, which amounted to (131,706), included (366) lawsuits against members of regular forces. (647) were dismissed at the investigation stage, while investigations were completed in (4,985) lawsuits that were referred to national courts, and (1,988) of them were adjudicated.
The Attorney General confirmed that the militia committed widespread violations, including murder, forced displacement, rape, and looting of property, particularly in the states of Al-Jazeera and Sennar, North and West Kordofan, Khartoum, and West Darfur. The total number of murders amounted to (30,267), and the number of wounded reached (43,575).
The committee also reported that the UAE’s support for the Rapid Support Forces militia with weapons and equipment, as well as the recruitment of mercenaries, has been proven. This has led to increased violations, the escalation of the war, the deepening of the humanitarian crisis, and the destruction of vital infrastructure, causing economic damage amounting to an initial estimate of (771) billion dollars.
The Attorney General called on the Human Rights Council to terminate the mandate of the fact-finding mission, citing its tendency to politicize its work, and to implement the principle of complementarity, given the presence of national judicial bodies capable and willing to enforce accountability.
She also called for pressure on the UAE and other countries supporting the militia, so that they would cease their support.
She also called on all countries to prevent the recruitment and deportation of mercenaries to Sudan. In her response, the Attorney General refuted the allegations that some organizations and circles attempted to promote regarding the use of chemical weapons.
She affirmed the falsehood of these allegations, stating that these accusations were based on anonymous sources and that they constituted a blatant politicization of the work of non-governmental organizations and a flagrant violation of Resolution 1996/31, which governs the work of non-governmental organizations.
In this regard, she announced that Sudan would take the necessary measures through the UN Committee on Non-Governmental Organizations against these organizations. She added that Sudan’s commitment to the Chemical Weapons Convention, to which it is a principal party, is beyond doubt, as this convention is considered part of the legal framework in Sudan.
She added that for this reason, as soon as some circles began promoting these false accusations, Sudan formed a national committee comprising various ministries, agencies, and relevant institutions to investigate these allegations..
The Attorney General ridiculed those organizations that adopt the positions of the rebel militia and promote these allegations, saying that the Human Rights Council is not the forum in which these allegations are raised, which confirms the politicization of the work of those organizations and that they work for the benefit of the rebel militia and its sponsors.
