As RSF Militia Puts on a “Civilian” Face, Hemedti Supervises Military Operations from Kenya

Two journalistic sources in the Kenyan capital, Nairobi, have confirmed that the commander of the rebel Rapid Support Forces militia, Mohamed Hamdan Dagalo “Hemedti,” is personally overseeing and monitoring military operations in the field in Sudan, from a Kenyan resort outside Nairobi.
Eyewitnesses told the journalistic sources who spoke to Sudanhorizon that the militia commander keeps several mobile phone -walkie-talkies- close to him and periodically addresses field commanders, urging them to besiege the city of El Obeid with the aim of capturing it and then advancing towards the capital, Khartoum, if the army leadership insists on rejecting the “truce offered by Musaad Boulos,” according to what the rebel leader told those close to him.
In a related development, field sources in West Kordofan told Sudanhorizon that the Rapid Support Forces (RSF) leadership has decided in recent weeks to reformulate its civilian façade and launch a serious effort to build the “United Civil Forces” organization in the areas under its control. This political front, headed by Haroun Madikhir, was initiated before the outbreak of the war.
Sudanhorizon sources added that significant funds have been allocated to this initiative, and the formation of structures has begun simultaneously in the five Darfur states, in addition to West Kordofan. Delegations have been dispatched to each state to build the organization, comprising leaders from the traditional administration, women’s groups, youth, students, and professionals at both the state and local levels.

Sources who spoke to Sudanhorizon interpreted this move as an indication that the rebel militia is preparing a political organization whose loyalty it could secure 100%, in anticipation of a move by the five-member grouping that intends to call for Sudanese-Sudanese political dialogue. They added that the leadership of the rebel Rapid Support Forces militia has begun to doubt the viability of the “Ta’sis- Foundation” alliance and has concluded that it cannot be relied upon or built upon, even though the militia’s commander heads its leadership council.
Sources confirmed that the trust gap is widening daily between the Rapid Support Forces (RSF) militia and the rebel militia of Abdel Aziz al-Hilu (Sudan People’s Liberation Movement-North), due to the SPLM-N’s performance in battles “despite the funds spent on them,” as well as the weak performance of Ammar Amoun, the SPLM-N’s Secretary-General and acting Foreign Minister in the transitional government. Amoun has not undertaken any meaningful action in Africa, Western countries, or with international organizations, according to what is being circulated among the RSF leadership, who are no longer confident that the continuation of the transitional alliance will serve the RSF’s agenda as required.
