Sources to Sudanhorizon: UN-Backed Sudan Transition Plan Thwarted, Split Expected Within Somoud

Sources close to the Sudanese dialogue process have revealed an external plan aimed at imposing political transition arrangements through the United Nations.

The sources, who requested anonymity, told Sudanhorizon that the plan was being presented as representing “Sudanese civilian forces” and involved a three-entity framework comprising the Somoud Coalition, the Tasis bloc, and some components of the Democratic Bloc. They said the final touches to the plan were discussed during recent meetings in Nairobi between the Somoud Coalition and other forces, where an agreement was reportedly reached to push for elections without going through a transitional period, with participation in the process limited to the three aforementioned components.

The sources added that the plan stipulated that, should the Sudanese government reject the proposed process, efforts would be made to have it condemned by the United Nations. They said the proposal was expected to be put forward by the International Quintet, of which the United Nations is one of the members.

The sources said the Armed Forces, along with a number of national political forces, Egypt, and Saudi Arabia, succeeded in uncovering and thwarting the external plan. They said an alternative approach was subsequently considered, based on launching an internal dialogue from within Sudan and creating a civilian political current, alongside efforts to facilitate the return of groups from the opposition forces currently based abroad.

The sources said the external plan had been scheduled to be advanced through meetings of the Quintet mechanism for Sudanese-Sudanese dialogue, but was ultimately thwarted. They noted that recent developments had prompted a reassessment of the dialogue’s course, location, and composition.

The sources also predicted another split within the Somoud Coalition in the near future, between a faction that supports participating in dialogue from inside Sudan after receiving political guarantees and another that rejects such an approach.

They added that the Quintet mechanism is expected to visit Sudan next September to discuss the prospects for Sudanese dialogue and its possible tracks during the next phase.

The sources further said that Chairman of the Transitional Sovereignty Council General Abdel Fattah Al-Burhan had affirmed his commitment to implementing the outcomes of the Sudanese dialogue once it concludes. They said he had also affirmed his intention to meet the requirements for creating a conducive environment for the political process and dialogue.

According to the sources, Al-Burhan referred to restrictions related to legal complaints filed against a number of politicians currently outside Sudan. They said public-rights cases could be dropped, while legal discussions were underway regarding the postponement of cases involving private rights.

The sources emphasized that these measures are intended to create a conducive environment for Sudanese dialogue and facilitate broader participation by political and civilian forces, helping to achieve outcomes that can be implemented and honored by all parties.
