Finance Ministry: Package of Reform Policies, Without Imposing New Burdens

The Ministry of Finance announced on Sunday a significant improvement and increase in public revenues during the first half of 2026. This announcement came during an expanded meeting at the Ministry headquarters, chaired by the Minister of Finance, Dr. Jibril Ibrahim, with the participation of the Minister of State for Finance, Mohamed Nour Abdel-Daim, the Acting Undersecretary of the Ministry of Finance, Dr. Mohamed Ali Juma, and directors of general departments. The meeting aimed to review the progress of the approved state budget implementation.
The performance report for the first half of the year affirmed the Ministry’s commitment to implementing a package of reform policies and procedures that contributed to raising the efficiency of revenue collection, without any increase in taxes or imposing new burdens on citizens.
The report indicated that among the reforms were the expansion of the electronic payment and collection system (Esali), the implementation of electronic invoicing, and the tightening and rationalization of customs and tax exemptions. The report also affirmed the Ministry’s commitment to zero-value tariffs and exemptions for capital goods, foodstuffs, and agricultural inputs, as well as personal belongings, from customs duties for the benefit of productive sectors and citizens.
The Minister of Finance, Dr. Jibril Ibrahim, directed the strengthening of accounting and oversight capabilities within government units by increasing the number of accountants and auditors. This aims to ensure the Ministry of Finance’s effective control and oversight of public funds. He also called for the implementation of a comprehensive electronic system for units interacting with the Ministry of Finance to facilitate monitoring and ensure the accurate completion of their tasks. Furthermore, he directed the development of a clear plan for completing the maintenance of Ministry buildings and specifying a timeline for their handover, paving the way for the remaining Ministry employees to resume their duties.
For his part, the Minister of State at the Ministry of Finance, Mohamed Nour Abdel-Daim, revealed that a technological system is nearing completion and is expected to be released soon. This system aims to improve the performance of public bodies and government companies, implement the principle of transparency, and enhance the Ministry of Finance’s oversight of public funds within them. The Acting Undersecretary of Finance, Dr. Mohamed Ali Juma, emphasized the importance of amending the legislation and laws governing the operations of these bodies and companies to strengthen the Ministry of Finance’s oversight and ensure their effective performance.
The Ministry of Finance affirmed its commitment to development spending, focusing on urgent priorities, including supporting the armed forces and the Battle of Dignity, addressing the war’s aftermath, creating a favorable investment climate, and revitalizing economic activity by rehabilitating infrastructure such as electricity, roads, and airports.
This also includes supporting vital services such as health, water, and education, as well as productive sectors and the agricultural season, and creating a suitable environment for the return of internally displaced persons and refugees to their homes. The Ministry also pledged to contribute to increasing the capital of the Agricultural Bank and the Industrial Development Bank to support national production and strengthen the national economy.
