“The US’s Shift and the Plan to End the War”

The statement made by US Secretary of State Marco Rubio before the international press—explicitly condemning the militia, particularly its latest crimes in El Fasher; affirming the US administration’s stance on the need to halt the flow of weapons and mercenaries to the militia, primarily through neighbouring and regional countries; and declaring unequivocally that the United States will not allow the region to become a playground for terrorist groups flowing in from West African states and threatening peace and security across the entire region—together with his reference to the possible expansion of the “Quad” by adding other states interested in Sudan, and his remark that he had already spoken to several countries on this matter, represents a clear shift in the efforts and direction of President Trump’s administration.

This shift reflects a foreign policy rooted in realism and pragmatism, based on economic mutual benefit and investment partnerships rather than rigid ideological frameworks, political dogma, or preconceived judgments.

This recent American shift towards Sudan—after nearly thirty months since the Rapid Support Forces rebelled on 15 April 2023—constitutes a remarkable victory for Sudanese diplomacy. It is the result of adopting a rational dialogue, presenting credible evidence with professionalism, mobilising international support across regional and global platforms, and the unprecedented rise in popular backing for the national constitutional army, in addition to the growing efforts of national media professionals in exposing the militia’s unprecedented crimes, some of which have surpassed, in their brutality, episodes of genocide in the occupied territories and Gaza.

Therefore, it has become urgently necessary to ensure specialised, professional coordination, capitalising on this unprecedented and evolving American position, deepening direct dialogue between the government and President Trump’s administration, and intensifying cooperation with friendly states.

The importance of this shift lies in the fact that the US Secretary of State is also President Trump’s National Security Adviser. He is one of the established pillars within the Republican Party’s institutional structure, an influential figure within President Trump’s circle, and widely respected among grassroots conservatives, including MAGA and “America First” constituencies.

The Ministry of Foreign Affairs should therefore establish a working group composed of national experts and specialists with deep knowledge and proven experience in this field, to act as an advisory team supporting negotiations and following up on this file with the US State Department. Their task should be to develop a comprehensive initiative and a purposeful action plan that preserves Sudan’s territorial unity, sovereignty, and political independence.

Moreover, engagement with President Trump’s administration must take place directly, without intermediaries—particularly regarding the available economic and investment partnerships in all sectors where mutual and sustainable benefit can be achieved, especially in mining, gas, oil, agricultural development, and research and development.
