Sudanese Government Announces Khartoum Free of Armed Groups

The Sudanese government announced that the Khartoum Reconstruction Committee, formed by Army Chief Abdel Fattah al-Burhan, has succeeded in removing more than 3,000 militants from Khartoum State—representing 98% of the armed forces previously stationed in the capital.
In July, Sovereignty Council Chairman Abdel Fattah al-Burhan issued a decree ordering the evacuation of all military formations and armed groups from Khartoum within two weeks.
Addressing a press conference on Sunday at the Khartoum State Government Secretariat, Sovereignty Council member and head of the Reconstruction Committee, Ibrahim Jaber, stated that the Security Committee decided to clear Khartoum of combat forces following the directives of the army commander. He added that designated sites outside Khartoum State had been allocated for the different military formations.
Jaber confirmed that police and security forces have been deployed at 13 entry points to the state, stressing that protecting Khartoum is now their responsibility.
These measures come as residents across Khartoum’s seven localities continue to complain of worsening security conditions, citing the presence of army elements, allied forces, and “unruly” armed groups accused of theft and looting.
He also noted that informal housing areas had become hubs of rebellion and were used to finance the war. Jaber added that central Khartoum had suffered systematic destruction of services, and rebuilding government ministries in the area would be very costly. He pointed out that state-owned high-rise buildings, such as the Minerals Towers, would be utilized in the process.
Meanwhile, Sovereignty Council Secretary-General Mohamed al-Ghali announced that the government had decided to evacuate all ministries from central Khartoum, except for the Interior and Health Ministries.
Defense Minister Lt. Gen. Hassan Dawood Kabroon said that 3,226 armed men had been relocated from Khartoum to areas far from urban centers. He stressed that the army itself was among the first forces to vacate its known sites in the capital.
Kabroon further revealed that the Joint Force of the Armed Struggle Movements had also been instructed to evacuate Khartoum of combat troops, in the presence of Sovereignty Council member Salah Rasas.
The minister stated that Sudan currently hosts 38,000 foreigners and refugees, with 2,000 already repatriated to their home countries in cooperation with their embassies and relevant authorities. He urged citizens not to engage with foreigners lacking residence documents and called on diplomatic missions in Sudan to regularize the status of their nationals.
He also noted that demining teams had cleared thousands of mines and unexploded ordnance across Khartoum State in order to secure the return of displaced citizens to the capital’s cities.
