Sa’ihah Network Documents More Than One Thousand Cases of Sexual Violence in Sudan

The Horn of Africa Women’s Network “Sa’ihah” revealed in its latest report, issued today (Thursday), that it has documented 1,294 confirmed cases of sexual violence, in addition to gender-based violence, across 14 Sudanese states during the period from 2023 to 2025.
The network held the Rapid Support Forces (RSF) responsible for the majority of violations, attributing 87% of cases with identified perpetrators to RSF members.
It explained that sexual violence in this war is “systematic” and not merely “collateral damage,” noting that it follows conflict movements and reflects shifts in territorial control.
The report stated that 77% of cases with detailed information involved rape. The network also documented 225 cases involving children, most of them girls aged between 4 and 17 years, who were subjected to conflict-related sexual violence — representing 18% of all documented cases.
“Sa’ihah” also reported an increase in child marriage and forced marriage as negative coping mechanisms or as a result of threats by RSF members.
The network said it observed a systematic sequence of violence occurring in three escalating phases that track troop advancement. It begins with the “seizure wave”, characterized by the storming and looting of homes alongside the perpetration of rape. Once military control is established, the violations shift into the second wave, where women are targeted publicly in streets and other public spaces.
