Ministry of Finance: Financial Obligations to be Settled Before Dec. 29th

The National Accounts Bureau at the Ministry of Finance has announced the arrangements concerning the closing of the 2025 fiscal year.

A circular issued by the Bureau directed all public bodies and government companies to deposit their balances into their accounts at the Bank of Sudan and submit a statement of these balances to the Bureau. They are also obligated to settle all amounts due to the Ministry of Finance on or before December 29th. The Bank of Sudan is required to provide the Ministry of Finance with a list of payment orders received but not yet executed by the end of December 31st.

According to the circular’s directives, revenue-generating units are obligated to deposit all revenues into the government’s account at the Bank of Sudan no later than the evening of December 31st. Cash deposits and electronic payments for government service fees must cease by noon on the same day, and all collected funds must be deposited by noon on January 1st, 2026.

The circular also directed that the final accounts for the fiscal 2025 be submitted by each national unit to the National Accounts Bureau no later than February 28th, 2026.

The Minister of State for Finance, Mohamed Nour Abdel-Daim, explained that these arrangements come within the framework of the Ministry’s commitment to the provisions of the Financial and Accounting Procedures Act of 2007 and its 2011 regulations, and in implementation of its provisions, and to affirm the continuation of the policy of financial and accounting discipline, which strengthens the Ministry of Finance’s authority over public funds.

He indicated – in a press statement at the Ministry – that the arrangements are the beginning of the Ministry’s preparations to close the final annual accounts for the year 2025 on the dates stipulated by the Financial and Accounting Procedures Act.

The Audit Bureau issued a financial circular regarding the end-of-year arrangements, directing the disbursement of salaries for all state employees for the current month of December on or before December 29, 2025, according to the unified salary structure issued in February 2022. The circular also directed all federal government units to deposit any remaining balances in the treasury into the Ministry of Finance’s account at the Bank of Sudan by the same date.
