Minister of the Council of Ministers… An Outstanding Profile

Dr. Salwa Hassan Siddiq
Last week, I followed the social media feeds celebrating the appointment of Dr. Limiaa Abdel Ghaffar as Minister of the Council of Ministers.
I wasn’t surprised by her biography, as Sudanese, men and women, enjoy a long rich history, that pleases the beholder, rather, what amazes me was the narrative of the exceptional efforts and achievements made by Dr. Limiaa during the war.
The height of astonishment and its greatest is her generous offering in such terrifying circumstances when people’s abilities to think normally are paralyzed, not to mention that her contribution extends to others, then overflows even more, flowing down streams that quench the thirst for knowledge until it is raised on international platforms, not in the name of its author, but in the name of Sudan’s institutions.
It was mentioned that Dr. Limiaa provided services through the Sudanese Family Planning Association, where she holds the position of Director of Programs and Policy Advisor-through this well-established name- she provided services to 12 million women within a year and a few months after the outbreak of the war, securing four fundament services for each, bringing the total number of services provided to 48 million.
The figures astonished me, so I called her to collateral. The stark truth was that the figures were correct and have been verified and documented through an international platform. Dr. Limiaa had spoken to it during the war, revealing and explaining the efforts of the Sudanese citizens and their ability to reach even rebel-held areas.
I learned about Dr Limiaa through the National Population Council, whose priorities she managed, creating a name and a reputation for, even targeting higher in integrating population policies with the needs of the people. She was able to address leaders outside Sudan with eloquent language, abundant knowledge, figures, and statistics, always being celebrated and appreciated.
Dr. Limiaa talks to you about all regions of the Sudan in amazing detail: their populations, geography, and the nature of professions, with a knowledge of the percentages…male to females, youth to grownups, development, poverty, migration, and displacement, just as any Sudanese woman would talk to you about the details of her home, its furniture, appliances, and utensils…with the same love and passion for every detail, as if she were the only one entrusted with the task. Then I got to know her better through the Isnad organization in Cairo, what a person and what an organization……
Limiaa, despite her exhausting government job and the close follow-up, answered Isnad’s call as Secretary-General. What a great and important task!
She quickly accomplished what was entrusted to her. Her exceptional abilities exposed her to the needy community and the host community, and she was able to tame the impossible.
At Isnad, she gave without discrimination, except for positive discrimination for youth. She oversaw the training of a thousand Sudanese youth over the past two years, during which she traveled all over Egypt, crafting ideas and following up on their implementation until she handed them over to the public.
Young men and women rallied around her, innovating and creating entrepreneurship and computing projects, until Isnad became a gateway for hope to them. Their last conference was the last of her crowned works in their name.
In general, I don’t know who is the skilled hunter who caught a jewel from the pearls of Sudanese women for this important ministry, which has been held by successive leaders and celebrities.
Thank God that she did not come to this post as an activist from the sit-in square as others did, nor did she come to it (deposed) to ululate in the files of the United Nations as Minister Asma did. Rather, she came to this post from the heart of official and voluntary giving, a minister who can create a profile for each ministry and connect them all with skill, patience, knowledge and morals. How could she not, when she is the daughter of the Effendi Imam Sheikh Abdel Ghaffar, may Allah have mercy on his soul.
