Minister of Justice to Sudanhorizon: RSF Fulfills the Criteria for a Terrorist Organisation

Sudan’s Minister of Justice, Dr. Abdullah Darf, has called on regional and international human rights organizations, UN bodies, and the permanent members of the UN Security Council to take the necessary measures to classify the Rapid Support Forces (RSF) as a terrorist organization.

In an exclusive statement to Sudanhorizon, the minister said the RSF militia has met all national, regional, and international criteria required for such classification — and even surpassed them. He noted that the RSF has committed war crimes and crimes against humanity, according to evidence gathered by competent Sudanese authorities, as well as reports issued by human rights organizations and several countries — most notably the designation published by the U.S. Department of State on January 7 of this year.

Dr. Darf further stated that the Sudanese government had issued its own decision on February 2 of last year, officially classifying the RSF as a terrorist group. The designation — announced at a widely attended press conference — also included 199 individuals and 37 companies identified as directly involved in terrorist activities.

The minister added that, at the time, the government notified all diplomatic missions of the decision, and that the then–Minister of Foreign Affairs had urged friendly nations and regional and international organizations to adopt the same classification of the militia.

Sudanhorizon notes that the Sudanese government has since launched a broad diplomatic campaign, during which Sudanese ambassadors abroad have briefed foreign publics on the atrocities committed by the RSF in El Fasher following its capture of the city last week. The campaign also highlighted the RSF’s extensive record of crimes since its attempted coup in mid-April 2023 and its ongoing war against civilians across Sudan ever since.
