Minister of Justice Addresses Opening Session of the “Justice and Rule of Law” Conference in Kassala

The “Justice and Rule of Law” Conference commenced this morning (Friday) in the city of Kassala under the theme “Towards a State of Law and Institutions”. The conference will run for two days.
The opening session was addressed by the Minister of Justice, Dr Abdullah Mohamed Darf, in the presence of the Acting Governor of Kassala, Lieutenant General (Ret.) Al-Sadiq Mohamed Al-Azraq, members of the state government, the Undersecretary of the Ministry of Justice, Justice Ali Khidr, former Ministers of Justice, and heads and representatives of judicial and legal bodies, as well as legal advisers.
The Minister of Justice stressed the conference’s great significance, given its timing and the issues under discussion. He noted that the conference is taking place at a time when the country is facing a brutal assault by the rebel militia and its supporters—an attack that has resulted, and continues to result, in all forms of crimes against humanity amid global silence and reluctance to designate the militia as a terrorist organisation in accordance with its crimes.
The minister added that the atrocities committed by the militia will remain a stain on the conscience of humanity—on the perpetrators themselves, their supporters, and all those who participated in these crimes—while the voices of the victims continue to pursue all who remained silent instead of condemning the crimes and upholding the law.
He explained that the conference also aims to discuss vital issues related to the rule of law, which represents the cornerstone of building a stable, developed state founded on justice. He pointed to the essential requirements for upholding the rule of law: that the law must be the primary reference in all dealings; that everyone must be subject to it and equal before it in the protection of their rights; and that state institutions must themselves be bound by the law to ensure justice and accountability.
The minister affirmed that building a state governed by the rule of law is not an easy task and requires joint efforts from state institutions, society, and citizens. He emphasised the importance of strengthening legal awareness, transparency, and societal commitment to the law, and of reviewing and reforming legislation to reinforce the principle of the rule of law while improving the performance and transparency of justice institutions.
He referred to the papers that will be discussed during the conference on the requirements for the rule of law across various dimensions, including constitutional drafting, popular participation, legislation, reforms, and national and regional mechanisms. He added that through this conference, “we send a message that we are capable of building just as we are capable of fighting, and that the Sudanese people are unbreakable—fully able to rebuild, restore security, and achieve stability.”
