EU Imposes Sanctions on Sudanese Organizations and Individuals For Ongoing Conflict

The European Union Council issued a fourth set of restrictive measures on Friday against two entities and individuals in Sudan, in light of the ongoing war that has lasted for more than two years, following in the footsteps of the US administration and emulating its actions.

The two entities included on the EU list are Gulf Bank, which the US and EU classify as being affiliated with the Rapid Support Forces militia, and Red Rock Mining Company, which is affiliated with the armed forces.

A press release issued by the European Council on Friday stated that Gulf Bank is largely owned by companies linked to members of the family of Rapid Support Forces commander Mohamed Hamdan Dagalo, and that the bank plays a key role in financing the operations of the rebel Rapid Support Forces.

According to the statement, the European Union also imposed restrictive measures on Abu Agla Mohamed Kikil, a military commander supporting the Sudanese Armed Forces (SAF), who joined the Rapid Support Forces before rejoining the SAF in 2024. He is also subject to EU restrictions, and “targeting unruly members of the Kanabe clan is part of his responsibility while serving as commander of the Sudan Shield Forces.”

The European Council also designated Hussein Barshim, the military field commander of the rebel Rapid Support Forces, “for his pivotal role in RSF operations that have led to mass atrocities, including ethnic violence, targeted killings, forced displacement, and violence against civilians, particularly in Darfur and other conflict-affected areas of Sudan.”

The newly designated individuals are subject to an assets freeze and are prohibited from providing any funds or economic resources, directly or indirectly, to them or for their benefit. In addition, a travel ban to the EU applies to the designated natural persons.

The European statement added that these restrictive measures affirm the European Union’s unwavering support for peace and accountability in Sudan and for promoting a comprehensive and lasting Sudanese political process that reflects the aspirations of the Sudanese people.
