AU Peace and Security Council Urges End to Sudan Conflict, Condemns Parallel Government

The African Union’s Peace and Security Council (PSC) has expressed deep concern over the ongoing conflict in Sudan, calling for an immediate and unconditional ceasefire, the protection of civilians, and a return to constitutional order.

In a communiqué adopted at its 1293rd meeting in Addis Ababa, the PSC condemned the humanitarian crisis gripping Sudan — particularly reports of famine in El-Fasher — and demanded the lifting of the siege on the city by the Rapid Support Forces (RSF) to allow urgent aid delivery. The Council also strongly denounced the creation of a “parallel government” by the Sudan Founding Alliance, led by the RSF, calling on all AU member states and the international community to reject any attempts to fragment Sudan.

The meeting, chaired by Algeria’s Permanent Representative to the AU, Ambassador Dr. Mohammed Khaled, heard briefings from AU envoys, IGAD representatives, and humanitarian agencies. Delegates reaffirmed the AU’s respect for Sudan’s sovereignty and territorial integrity, while urging all parties to prioritise national unity over political or military gains.

The PSC welcomed the recent appointment of Dr. Kamil al-Tayeb Idris as civilian prime minister and urged international partners to support Sudan’s transitional government. It commended efforts by the AU High-Level Panel on Sudan, regional bodies, and neighbouring states hosting millions of Sudanese refugees, stressing the need for coordinated peace initiatives under AU and IGAD leadership.

The Council also condemned all external interference fueling the conflict and instructed its sanctions subcommittee to identify and recommend measures against actors violating AU and UN resolutions. Plans were announced for a PSC visit to Sudan to assess progress in the transitional process and for the reopening of the AU Liaison Office in Port Sudan.

Reiterating that there is no military solution to the crisis, the AU called for a comprehensive, inclusive national dialogue and pledged to remain actively engaged until Sudan achieves lasting peace, stability, and democratic governance.
