Full Text of the Address by General Abdel Fattah Abdelrahman Al-Burhan, Chairman of the Transitional Sovereignty Council, at the Third Russia-Africa Summit

His Excellency President Vladimir Putin, President of the Russian Federation,

His Excellency President Évariste Ndayishimiye, President of the Republic of Burundi and current Chairperson of the African Union,

Their Excellencies, Heads of State and Government,

Heads of Delegations and International Organizations,

Distinguished Guests,

Peace, mercy, and blessings of God be upon you.

At the outset of my address, I am pleased to extend my sincere thanks and appreciation to the Russian Federation, its leadership and people, for the kind invitation, generous hospitality, and warm reception. I am also honored to extend my heartfelt congratulations to His Excellency President Vladimir Putin and the Russian government on the successful convening of the third Russia-Africa Summit in Moscow.

Ladies and Gentlemen,

The convening of this summit confirms the steady development of Russian-African relations and reinforces the outcomes of the two previous summits, ministerial meetings, and the joint action plan.

We are confident that the outcomes of this summit will support the foundations of justice and balanced development, particularly as they rest on solid principles of equal sovereignty among states, non-interference in internal affairs, and the building of relations amid the global fluctuations and sharp polarization witnessed around the world. These principles strengthen our conviction in, and commitment to achieving, a multipolar world.

Their Excellencies,

Distinguished Guests,

This year, we celebrate the seventieth anniversary of the establishment of diplomatic relations between Sudan and Russia. These relations continue to grow and develop across various fields, supported by regular meetings of joint diplomatic mechanisms. This has contributed to building strong and solid ties that we are working to advance into a strategic partnership.

I take this opportunity to commend Russia’s firm positions in support of Sudan, particularly since the outbreak of the war in 2023. I especially recognize its steadfast support for Sudan’s sovereignty and territorial integrity against external interference, as well as the assistance, coordination, and backing we receive from Russia in various international forums.

Ladies and Gentlemen,

Sudan is facing enormous challenges as a result of the war of aggression imposed upon it by the rebel terrorist militia, which receives political and logistical support from regional and international powers.

Distinguished Guests,

The Government of Sudan seeks peace and strives to achieve stability in a manner that preserves the country’s dignity and standing, safeguards its unity, and fulfills the aspirations of its people. Peace must be purely Sudanese, without dictates or external interference.

We are also working to create the conditions for a democratic civilian transition through Sudanese-Sudanese dialogue, aimed at establishing sustainable foundations for political stability in Sudan through a transitional period to be followed by free and fair elections under regional and international observation.

Their Excellencies,

Distinguished Guests,

In concluding my address, I extend my congratulations on the successful convening of the summit and its outcomes, which will undoubtedly contribute to launching constructive and sustainable partnerships grounded in firm principles to advance Russian-African relations.

I wish our peoples security, peace, stability, and prosperity.
